The Hart County
Board of Commissioners has a long range (5-year) roads management
plan that clearly identifies where we need to spend our road maintenance
resources so that our roads infrastructure is continually improving
rather than continuing to degrade.
The limited
amount of funds available and limited amount of personnel continues
to be a factor on faster improvements to our roads system however
we have been very successful in reducing our debt with our paved
roads. The original debt in 2002 was estimated at $12.1M and
has been reduced 35% in just three years to an estimated $7.9M
(2004).
The Hart County
Board of Commissioners is planning to perform the following work
in 2008:

Repaving Existing Paved Roads:
The following paved roads have been selected by the Georgia Department of Transportation to receive partial funding reimbursement for repaving. The Hart County roads department will be patching these roads and leveling with asphalt in the Spring of 2008 prior to a new surface course being applied by a contractor:

- Adamstown Road (now part 1) from Lankford rd. to Lou Girly rd.- 1.55 miles)
First Time Tar and Gravel:
The Hart County Board of Commissioners has paved approximately more than one third of our dirt roads in the past 4 years using tar and gravel surface. This program will continue in 2008. In 2007 the Hart County roads department started in the North and East Section of the County and worked in a westerly direction. This year we will be working south from Highway 51 between Hartwell and Bowersville and will move in a clockwise direction towards the Savannah river. This schedule will be updated regularly in 2008 but the updated schedule may not be available on our website.
The following Roads will be scheduled for first time paving starting in Spring 2008:
Brownstone Drive, Bryant Drive, Carters Drive, Community Road, Craft Rd., Della Payne, , Heard Dr. Pt. 2, Hobbs Street-(Royston), Moss Ginn Road, Evans Road, Singleton Road, Taylor Smith, Teasley Lane, Woody Rd., Orsley Twins Road, Ray Weaver Road, , Vandeford rd, Howard Rd., Billy J. Ray rd., Bradley Rd., Motes Rd., Burch Street Pt. 2
The following roads are in the northern section of the County and will probably not be done in 2008 but will be Scheduled for paving in 2009 based on the Hart County Board of Commissioners allocation:
Browns Lane, Forest Circle, Goodwin Lane, James Drive, Mt. View Lane pt. 2, Pierce Brown Rd., Shallow Creek Road pt. 2, Shubert Road, Vegas Drive, YW Vickery Rd., Gurley Rd. pt. 2,Pinecrest Dr., Shady Hills pt. 2, Williams Rd. pt. 3, Ertzberger Road, Highland Ave. pt. 3, Marshall Dove rd.
Road Safety Improvements:
Road safety improvements is included in a separate report available on our website.
Bridge Work:
The update to the five year bridge maintenance plan is scheduled to be complete in early 2008 and will be available on website. We will be implementing some bridge work in the winter of 2008 (now) including:
1. Bio Lane: Failing Steel and Concrete bridge will be replaced with pipes made of aluminized metal that are expected to last in excess of 50 years. This work is being done in advance of new asphalt being placed in the summer of 2008. This project will close the road for about 4 weeks.
2. Shoal Creek Church Road bridge pier stabilization is accessible due to rare low lake levels associated with the recent drought. This project will close the road temporarily during the day and is expected to only take 1-2 days.
3. New Prospect Road: A very large, very deep pipe may be replaced or rehabilitated this winter (further investigation is needed) and is accessible due to rare low lake levels associated with the recent drought. If replaced, this project will close the road for 8 weeks or more. If rehabilitated, the road closure will be minimal.
Tar and Gravel Sealing:
After 4 years, the Hart County Board of Commissioners has completed resurfacing all our existing tar and gravel roads (100 miles). These will now last another 5-10 years.
In 2008 we intend to continue to seal our paved roads that are alligator cracking using tar and gravel sealing. Roads to receive this temporary treatment have not been selected yet. Please see separate report entitled “2007 End of Year Roads Report” on our website for more information on our tar and gravel sealing program.
Other Road Work:
The Roads Department will be mobilizing in Spring 2008 to complete roadwork at the gateway industrial park. This project is expected to take 2-3 weeks.
In 2008 the Roads Department will be widening Vanna Waller road as a component of the new MEGA ramp recreation park construction project. This project is currently in the planning stages and a plan of action for this project will be developed upon completion of the planning stages in early 2008. This road project may take 4-5 weeks. |
